Ardlethan Sewerage Scheme – Internal Property Service Application Requirements

 

Ardlethan residents are reminded that an approval from Council is required to connect properties to the new reticulated sewerage system.

Is approval required to undertake Plumbing Works?

An approval is required under the Local Government Act, 1993, to carry out sewer work and to connect a private drain or sewer with a public drain or sewer under the control of a Council or with a drain or sewer which connects with such a public drain or sewer.

Approval is required to ensure that:

•             Installation meets requirements of the Act, Regulation, Codes and Standards;

•             Protect the consumer/community health and safety;

•             Protect the environment;

•             Maintain uniformity with Industry and regulators;

•             Maintain a fair and competitive market; and

•             Record what works are carried out and ensure that a works diagram is created.

Works must ensure that all fixtures are connected to the internal property line that will be connected to the sewer main.

How do I make application for Approval?

Application for an approval can be made by:

•             Completing an application form(s) with property owners’ signatures.  The application form can be obtained from the Council Office in Coolamon or downloaded from the following links:

Please note that both of the forms in the above links are required to be completed and submitted to Council.

•             Residents have previously been advised that there will be no application fee if the application is made within 6 months from the date that the new system becomes operational – after this date the application fee will be $350.00.

               Note: the fee exemption expires on 1 February 2021. Residents will be required to pay application fee for any applications submitted after 1 February 2021.

•             The application is required to be submitted with one complete plan set; plan is to include a site plan showing the house, location of the septic tank, point of connection, the proposed pipe work and any relevant information.

•             The plan is to have a notation stating the septic tank will be removed from the site, or decommissioned.

Before works commence onsite:

•             A Notice of Work commencement form, must be submitted to Council by the licenced plumber, with a minimum two (2) business days prior to the works commencing onsite. (Note: this form can be lodged with the Section 68 application).

After works have been completed:

•             A Certificate of Works Compliance must be submitted to Council and a copy provided to the property owner within two (2) business days after the works have been completed.

·         A Drainage Diagram must be submitted to Council and a copy provided to the property owner within two (2) business days after the works have been completed.

When do I need to make approval by?

Approval must be sort and granted:

·         Prior to any sewerage works being undertaken on any allotment

·         Within 2 years from the operation of the Ardlethan Sewerage Scheme – that is prior to 1 August 2023.

Note:  Landowners are encouraged to lodge applications immediately and prior to 1 February 2021 so as to enable the timely processing of required approvals and avoid the application fee.
