Expression of Interest Caravan Park Manager (2025/04) - Re-Advertised

Coolamon Shire Council is seeking Expressions of Interest (EOI) from suitably experienced and qualified applicants (contractors) to operate the Coolamon Caravan Park Facility. 

This EOI is the first step in a two stage selection process. Shortlisted candidates will be invited to interview in Stage 2 of the EOI / Selection process.

At this stage the EOI should identify:

  • The applicants interest

  • Applicant details – name, contact details etc

  • Relevant experience and relevant qualifications

  • Referees

The Coolamon Caravan Park is located on Lot 701, DP 94473, bounded by Bruce, Loughnan and Methul Streets, Coolamon. The site is surrounded by Redgrave Park, tennis courts, pool and bowling club, and the Caravan Park is within easy walking distance to the main street and golf course.  The facility will include the addition of 2 Cabins that are due to be completed by July 2025.

EOIs are invited from experienced and suitably qualified persons seeking to enter a long term contract for the management of the Park.  The successful Manager will be expected to reside on site.  Key attributes required for the role include:

  • Business focus

  • Experience with facilities management

  • Enthusiasm for delivering a superior customer experience

  • Passion for driving business performance including leading business innovation.

The successful candidate will be required to commence as soon as possible.

Remuneration –

The Park Management Contract Remuneration is a combination of fixed retainer and performance based contract incentive payments.

  • A base remuneration of $70,000.00 plus annual CPI increases

  • A Annual Performance Bonus of $10,000.00 and based on your suggested millstones and amended:

Subject to the Facility’s overall performance and in instances where an annual occupancy rate exceeding 65% is achieved, the Manager may be eligible to receive an incentive payment based on that portion of occupancy rate income that exceeds 65% for the annual occupancy rate for the Facility. Such payment will be made annually in arrears on the 31st July each year at the discretion of Council. The incentive payment shall be calculated as follows:

Performance of the Facility based on occupancy calculation

i = income (site income and washing machine income)

e = expenditure (all costs including depreciation but excluding the previous year’s incentive payment)

o = achieved occupancy as a percentage for occupancy over 65%

ip = incentive payment

ip = (i – e) x (o – 65)

It is noted that:

  • Council will not charge for the residential accommodation occupied by the Manager at the Facility; and

  • Council will not charge for the reasonable use of utilities by the Manager at the Facility.

Required Services –

As per current contract, the services required to be performed under the contract will be:

Services include but are not limited to:

  1. Reception: customer service, bookings, knowledge of local information, complaint handling, assisting caravan owners and campers;

  2. Office: staff the office, reporting, collecting and accounting of monies, banking, administration, purchasing by advising Council of what goods and services are required and assist Council with budgeting for the facility;

  3. Cleaning and maintenance: grounds, amenities, inspections and reporting and addressing hazards;

  4. Safety, including– conducting regular safety inspections;

  5. Ensuring security of the Facility and customers from foreseeable and avoidable threats;

  6. Local marketing – social events, meet with local tourist information centres and businesses;

  7. Landscaping in accordance with the Facility’s Structure Plan and associated redevelopment works (they will require their own mowing equipment);

  8. Managing the Facility’s waste and environmental obligations;

  9. Manage and contribute to relevant marketing initiatives;

  10. Staff management including engage and manage any Agreed Personnel required to carry out the Services;

  11. Providing to Council an operation/facility management plan detailing how the Facility will be operated and managed within 3 months from the date of this contract in consultation with and approved by Council;

  12. The Manager is responsible for all tasks that would contribute to an efficiently run, clean and comfortable facility;

  13. Any other function and duty reasonably required by Council related to the operation of the Facility.
