Construction Process
If your proposal involves building works and has received Development Consent, you must obtain a Construction Certificate prior to commencing construction.
Construction Certificate
A Construction Certificate (CC) is formal approval confirming that:
The proposed building work, carried out in line with the submitted plans and specifications, meets the Building Code of Australia (BCA) and all relevant structural standards and codes.
The detailed construction plans and specifications are consistent with the approved Development Consent.
All “Prior to Issue of Construction Certificate” conditions in the Development Consent have been fully addressed.
If you are moving to the construction phase and intend to lodge a Construction Certificate with Council, please follow the six stages of the Construction Certificate process outlined below.
Lodging a Construction Certificate
A Construction Certificate confirms that your approved plans and specifications meet the Building Code of Australia and all relevant conditions of your Development Consent. You must obtain a Construction Certificate (CC) before starting any building work.
Step 1 – Prepare your application
- Approved Development Consent (DA) and stamped plans.
- Detailed construction drawings and specifications prepared by a suitably qualified designer.
- BASIX certificate (for applicable residential projects).
- Structural, hydraulic and other engineering details.
- Any other documents required by your development consent (e.g. landscaping plan, waste plan).
Tip: Check that the documents match the approved DA plans and conditions.
Step 2 – Lodge through the NSW Planning Portal
- Log in or create an account on the NSW Planning Portal.
- Select Post-consent Certificates → Construction Certificate.
- Enter property details and upload all required plans and documents.
- Nominate Coolamon Shire Council (or your chosen accredited certifier) as the certifier.
- Pay the application fee when prompted.
Step 3 – Council review and assessment
Our certifiers will:
- Check that your construction drawings match the approved DA and conditions.
- Verify compliance with the Building Code of Australia and other relevant standards.
- Confirm that all supporting reports and certificates are complete.
You may be asked for clarification or additional documents.
Step 4 – Certificate issued
When everything complies and fees are paid, Council (or your nominated Principal Certifier) will issue:
- Construction Certificate (CC) – authorising building work to start.
- Stamped plans – these must be kept on-site at all times.
Step 5 – Appoint your Principal Certifier
Before commencing work you must:
- Formally appoint a Principal Certifier (PC) (Council or a private certifier).
- Notify Council of the PC appointment and the intended commencement date.
Your PC will carry out all mandatory inspections during construction.
Step 6 – Keep compliant during construction
- Build strictly to the approved CC plans.
- Arrange and pass all mandatory inspections.
- Obtain an Occupation Certificate before anyone occupies or uses the building.
