Strategic and Environmental Planning


The Coolamon Shire Settlement Strategy provides a clear direction for long term growth and development within the Coolamon LGA.

 The strategy is delivered through five parts:

  • A review of the strategic planning context

  • The development of guiding themes and principles

  • A demographic analysis

  • An analysis of current settlements

  • Recommendations and implementation.

Local Strategic Planning Statement (LSPS)

The Coolamon Shire Local Strategic Planning Statement (LSPS) sets the 20-year vision for land use planning in our Shire.
It explains how growth and change will be managed to maintain the environmental amenity, liveability and landscape quality that define Coolamon.

The LSPS:

  • Identifies the special characteristics that shape the identity of our towns and villages
  • Recognises the shared community values to be maintained and enhanced
  • Outlines 10 Planning Priorities with actions and monitoring measures
  • Aligns with the Riverina Murray Regional Plan 2036 and Council’s Community Strategic Plan

Local Environmental Plan (LEP)

The Coolamon Local Environmental Plan 2011 is the primary legal planning instrument for the Shire.
It specifies what development is permitted or prohibited and sets key standards for land use.

  • Gazetted: 18 February 2011
  • Operative: 25 February 2011

Development Control Plan (DCP)

The Coolamon Development Control Plan 2015 (Amended 2023) provides detailed planning and design guidelines to support the LEP.
It sets out legislative, administrative and technical requirements to guide development.

Contributions Plan (Section 7.11)

Under the Environmental Planning and Assessment Act 1979, Council can require a developer to dedicate land or make monetary contributions where a development:

  • Creates the need for new or upgraded local infrastructure, or
  • Increases the demand on existing infrastructure

This plan:

  • Applies to residential development (including subdivision) that increases demand for infrastructure in Coolamon town
  • Applies to heavy haulage developments that impact rural roads
  • Includes contribution rates, location maps, works schedules and administrative arrangements
